  2. What are earmarks (+727%). Pet projects that congressmembers slip into massive legislation, such as the latest spending bill, that have not been requested by the administration. Obama said he wants to end them next time around.
  3. Forbes 2008 billionaires (+602%). Even the billionaires are having a tough time — this year there are 30 percent fewer of them. Even though he made less this year, Bill Gates still tops the list.
